Many crimes in the Imperium carry the death penalty or imprisonment. At times of war, many convicted criminals are offered the opportunity to avoid their punishment as well as earn the Emperor’s forgiveness. They get crammed together, handed basic armour, shown how to point and fire a lasgun, and put under the command of a Commissar or a junior Imperial Guard officer as one of the Imperial Guard’s Penal Legions. Then they get slaughtered in their thousands while real soldiers win the battle. Just to make sure they don’t run away, they have explosive collars welded around their necks. Their commanding officer has the detonator remote. To marginally improve their combat effectiveness, the officer can also order the collars to inject (dangerous) combat drugs into the convict soldier. Should a convict soldier survive his term of service, he will be released back into the community, from where they generally take advantage of their combat experience and take up freelancer careers. Some, however, find the routine and discipline of the military lifestyle appealing and rejoin. Or maybe they just enjoy the killing.

(Insert background here) These guys are used by the Imperial Guard and Planetary Defence Forces. Some are specially selected convict soldiers, with little choice in the matter. Others are actually volunteers – religious fanatics or rebels, normally. This isn’t really a PC career, because of the low chance of survival. If a character’s explosives fail to detonate, or he survives the explosion, the Emperor absolves him of whatever sins he has committed, and can go free. If he dies, he’s also absolved. It’s a win-win situation, provided you have faith.
