Commissariat
(Basic) Commissariat – Cadet |

The Imperium boasts some of the best military commanders and tacticians in the galaxy. Unfortunately, it also boasts some of the worst as well. To counter the incompetence of this latter group, and reinforce the valour and commitment of the former, both the Imperial Navy and Imperial Guard make use of political officers. These officers do not normally come from the ranks, or even directly from the nobility, but are usually trained by the Schola Progenium before being handed over to one of two organisations, each attached to a branch of Imperial service. The Commissariat Custodia trains its cadets to survive on the battlefield, ensuring they have all the training of a standard Imperial Guard infantry soldier, while the Commissariat Classis produces cadets capable of maintaining discipline aboard Naval vessels. Every Guard regiment or Naval warship has at least one commissar assigned to it. Depending on the size and disciplinary record of the unit, they may have more. Some Guard regiments with poor disciplinary records have been known to have one commissar per platoon, and even some accompanying squads, while the largest Navy warships generally have around a dozen commissariat officers and cadets, each posted in a different part of the vessel. Planetary Defence Forces often imitate the Imperial Guard by setting up their own, unofficial, commissariats although the level of training, discipline, commitment and equipment of these political officers is generally inferior to that of the Commissariat Custodia. |

Restrictions: Only humans can enter the Commissariat Custodia or Commissariat Classis, and only a few Planetary Defence Force Commissariats allow squat or ratling membership. Ogryns, beastmen and mutants can never enter a Commissariat. |

Special: Commissariat cadets are assigned to either the Imperial Guard or the Imperial Navy (or they may be from a ‘faux-Commissariat’ and be a part of a Planetary Defence Force). They may only learn abilities or be issued with equipment appropriate to that service. |

Higher-ranking commissars are assigned to oversee commanders at regimental or bridge level. They are an ever-present cause of unease for the commanders in question, who may find themselves evaluating everything they think before putting it into words, just in case they say anything that could incriminate them to the political officer at their shoulder. Should a commander suggest ordering a retreat or parleying with aliens or the enemy, he will have to justify to the commissar why this is the best cause of action for the Emperor’s troops. Should his explanation fail to impress, a lucky commander will merely have his orders overruled and a note put on his record. An unlucky commander will either be relieved of his command or summarily executed and replaced by the commissar. Because this situation only normally arises in difficult circumstances, and because most commissars lack any real leadership ability, a battle in which a commissar takes charge is almost certainly already lost. This knowledge means that many commanders will ignore the peril to their lives and argue the commissar’s call. If they still fail to impress, execution is a certainty. |
