Adeptus Arbites

Almost every planet has its own police force, whether it is made up of feudal militiamen armed with swords and axes or highly advanced law enforcers with las-weapons and shock mauls. These organisations enforce the day-to-day laws of the planet, arresting criminals and maintaining order. However, above them, watching the watchers, is the Adeptus Arbites, whose remit involves maintaining Imperial law above planetary law. They are trained to a military, rather than civil, level, and if a governor is deemed to be ruling inefficiently, it is the Arbitrators who ultimately remove him from power. Likewise, if a planet is invaded or the populace rise up in rebellion, the Judges can usually be found at the forefront of the defence. |

Outstripping most equivalent military units in training, discipline and equipment, the primary role of Adeptus Arbites shock troopers is to arrest those hard-to-reach planetary officials or underworld kingpins that threaten Imperial security. Adeptus Arbites shock troopers occasionally form press gangs for the Imperial Guard and Navy during times of prolonged conflict, and often accompany Inquisitorial task forces as an elite paramilitary commando unit. |

Proctors combine the roles of court officials, chief investigators and prosecutors in the Adeptus Arbites, leading all operations within and without the courthouse. They have vast amounts of power over the regular Imperial citizenry, being authorised to try, convict and execute a citizen they suspect of an Imperial crime. Although this would theoretically grant them significant leeway for corruption, the dedication to duty found right across the Adeptus Arbites ensures that very few offend in such a way, and that any who do so are uncovered and punished severely. Some Proctors are graduates of the Scholastica Arcana, giving the Adeptus Arbites in-house assistance when confronting psychic or Daemonic threats. Most Truthseekers, as they are known, are telepaths, and are used in interrogations or when searching the homes of suspects. |

The marshal of a world’s Adeptus Arbites courthouse is, in effect, one of the most powerful men or women on the planet, even ahead of the Imperial governor. No other Imperial agent (bar an Inquisitor) has the legal right to force the abdication of a planet’s overlord, or to dissolve an Imperially appointed government. As such, most planetary governors take great pains to cosy up to their marshal, ensuring him all the respect he and his position deserve, and providing the Adeptus Arbites with a great deal of political and material wealth. Of course, none of this has any effect – even the most brown-nosed governor will be arrested if he displays incompetence or negligence in his duties, and attempting to buy off a marshal raises his suspicions more than it placates him. |
