On almost every planet in the Imperium, there are those who live in the wilds, preying on others whether they are ash waste nomads, hill tribesmen or common bandits. Sometimes, outlaws manage to build up a mythos among the locals as a protector of the innocent, scourge of the rich and corrupt. Usually there is no truth in these myths, and the outlaws are just as willing to rob and murder the poor as they are the rich. The only reason the poor think the outlaws are on their side is that they have nothing worth stealing. |

Hijackers fill two roles within outlaw gangs. Firstly, they assist in the waylaying of travellers in the wilderness by using heavy weapons or traps to cripple vehicles, preventing victims from fleeing the trap. Their second role is to actively infiltrate groups of travellers on those vehicles too large to be easily taken by force (such as land trains or other heavily armoured vehicles) before taking over the drivers cab at gunpoint or capturing weapons systems. The vehicle is then halted at a pre-determined point and the rest of the gang move in to rob and kill the passengers and crew. |

The leaders of outlaw gangs are known as brigands. It is they, more than anyone else, who attempt to formulate the noble rob from the rich reputation that persuades the poor to shield them from the authorities, and some even come to believe their own lies and see themselves as the righters of wrongs and enemy of injustice. Few act on these delusions, but those that do can become a great force for good, becoming rebels against tyrannical rulers. |
