Rebel

(Basic) Rebel – Heretic

Not all rebels are actively heretical. However, all individuals that raise arms against an Imperially-sanctioned government can be accused of committing a heresy. Whether they are convicted of heresy or not depends on if their struggle either succeeds or results in Imperial intervention on the side of the rebellion – if this is the case they are often hailed as heroes and the defeated oppressors become the heretics and traitors to the Imperium. While the struggle is still underway, though, rebels have to come to terms with being classed among the lowest scum in the galaxy. Of course, many rebel groups are actually heretical in nature. Chaos cultists or other radical religious groups are the most serious to be stamped upon by the religious zealots of the Imperium, but the same severity is reserved for secessionists, who are deemed just as dangerous by secular authorities. Should a rebellion fail (and the vast majority do – the Imperium has too many resources to call upon to crush an uprising), it may be possible for a low-ranking rebel to slip back into a normal, law-abiding life, although he will always be looking over his shoulder for the secret policeman or Inquisitor responding to a tip-off from a neighbour or family member.

Few rebellions begin as popular legend would have it, with a vast swell of popular anger and entire populations rising up to sweep aside the security forces. In fact, this never happens. In the entire history of the human race, there has never been a truly popular uprising. The so-called majority that these ‘popular’ revolutionaries claim to represent are actually hiding in their homes, too terrified of the psychotic rebels and flying bullets to venture out onto the streets. The rebels in question don’t see it this way, of course. They convince themselves that the public (who of course quietly support the noble ideals of the rebellion, whatever they happen to be) are too afraid of the evil Imperium to dare rise up. This instills a kind of superior arrogance and rebels often resolve to take extreme measures to spur the populace into action. In other words, they resort to terrorism.

Cell leaders rapidly become experts at all manner of guerrilla warfare – ambushes, assassinations, explosives manufacture and bomb delivery – and attempt to impart this knowledge onto their underlings by sending them on murderous attacks against security forces, politicians, economic targets and, occasionally, innocent civilians (although these deaths are normally rationalised in some way – the majority were of a particular ethnic group opposed to the rebellion, for example, or that the geographic location was outside the rebellion’s heartlands).

(Advanced) Rebel – General

The leaders of rebellions can come from all walks of life, but it is common for rebellions against Imperial rule to be sponsored by dissident aristocrats, or by someone else with a mortal grudge against the Imperium – disgruntled military officers, for example. It is not unknown for even Space Marines to turn against the Imperium, although in this case their rebellion is normally in the name of the Emperor, yet against secular Imperial rule. Other generals seek only to depose a planetary overlord, rather than Imperial rule as a whole, and it is these uprisings that are most likely to succeed, for the Imperium treats civil wars as a local matter provided the trouble spreads no further than a single planet. The victorious general of such a rebellion may find himself elevated to the rank of Imperial Commander and granted governorship of the planet. Although the Imperium intends this policy to reduce the effects of revolutions on its worlds, it actually incites rebellion on other worlds, since the restless dissidents realise that they may be able to overthrow their oppressors and be rewarded by their ultimate oppressor – the Imperium.
